FOUNDING PARTNER
Dean Barrow was admitted to practice in Belize in 1975 and has focused his practise on litigation in all areas of law and at all levels of the court system.
He was a member of the House of Representatives for thirty-six years and Prime Minister of Belize from 2008 to 2020.
The Rt. Hon. Dean O. Barrow S.C. retired from public office in November of 2020 and immediately resumed his legal career as head of litigation practice at Barrow & Williams LLP.

RODWELL R. A. WILLIAMS S.C., C.B.E.
RODWELL is the Managing Partner of Barrow & Williams LLP and the head of the firm’s commercial practice group. He was admitted to practice in Belize in 1985 and is one of Belize’s leading practitioners in the area of Commercial and Corporate Law. He has prepared cases and represents clients in judicial hearings at every level of the court system up to and including the Caribbean Court of Justice, Belize’s highest appellate court.
Rodwell has extensive experience in all areas of the law and focuses his practice on Commercial, Corporate, Litigation, International Financial Services, Real Estate, Probate & Succession & Trusts. He advises a broad clientele of financial institutions and has a breadth of experience in the area of banking, securities and finance. He specialises in contentious and non-contentious commercial transactions. Rodwell also has vast experience working with complex multi-jurisdictional matters.
In 2008, he was made an Officer of the Order of the British Empire (Civil Division) – CBE for public and community service.
He has participated in various conferences and written numerous academic articles. Rodwell is a member of various professional bodies, has served and serves on various committees, foundations and organizations at the highest level.

Tania was admitted to practice in Belize as an Attorney-at-Law in 2002 and is a Notary Public and Mediator. NIGEL O. EBANKS
Senior Partner, Notary Public
Admitted to practice in 2007, Nigel joined Barrow & Williams LLP as an Associate in 2008. He has been a Partner since January 2020 and Senior Partner since January 2025.
Nigel has been instructed in complex commercial disputes at the trial and appellate levels by international clients. His dispute resolution portfolio features: creditor and shareholder disputes; receiverships; asset-tracing and recovery; recognition and enforcement of foreign judgments and awards; public and constitutional law; AML/CFT – related litigation; and commercial arbitration. He has led multiple satellite litigation locally in support of principal proceedings abroad.
Nigel is also routinely engaged on commercial transactions including: Project Financing; Energy; Acquisitions; Real Estate; Liquidations; Insurance; Tax; Admiralty; and, Ship Financing.
His clients include: multinationals; international financial institutions; reinsurers; regulators; energy companies; agro-producers; real estate developers; investment banks; and, commercial banks.

Nigel actively provides pro bono assistance by assignment of the Belize High Court, on an ad hoc basis, and, internationally through the Lex Mundi Pro Bono Foundation.

AgASSI FINNEGAN
Attorney-at-Law, Partner, Notary Public, Civil Litigator
Agassi Finnegan is a Partner of Barrow & Williams LLP, having joined the firm in October 2024. Throughout her career she has been recognized as a fierce advocate displaying a strong command of the law, dedication to client service and a commitment to upholding the highest professional standards.
Agassi was admitted to practice law in Belize in October 2014, following the completion of her legal studies in September of the same year. She was then appointed and enrolled as a Notary Public in 2018. Before joining Barrow & Williams LLP, Agassi served as legal counsel at the Attorney General’s Ministry for more than ten years. During her tenure, she represented the Government of Belize in a wide range of civil matters, gaining extensive experience, having appeared before all levels of the Belizean court system, including the Caribbean Court of Justice. With over a decade of legal experience, Agassi is a seasoned civil litigator with a strong focus on public, constitutional, tort, and medical law. Her practice areas though also expand to family and immigration.
At Barrow & Williams LLP, Agassi is a key member of the Litigation Practice Group. She is a member of the Bar Association of Belize and an avid reader, continuously expanding her knowledge and expertise in the legal field.

RODICIA WILLIAMS
Rodicia Williams has built a diverse legal career with both local and international experience. In 2019, she participated in the Judicial Clerkship Programme in Jamaica, and from 2020 to 2021, she served as Legal Services Supervisor at Belize Electricity Limited, managing the company’s legal affairs.
After earning her Certificate of Legal Education from the Norman Manley Law School in September 2024, she joined Barrow & Williams LLP as an Associate and was called to the Bar later that year. Her practice focuses on corporate law—including business formation, operation, and dissolution—as well as real estate, contract, probate and successions law and practice.

Darinka L. Muñoz
Darinka L. Muñoz is a Partner at Barrow & Williams LLP, having joined the firm in 2019. She is a seasoned litigator and strategic legal adviser, representing clients in complex disputes and advisory engagements across Belize.
Her practice encompasses civil and commercial litigation, real estate and land disputes, probate and estate litigation, family law, employment matters, and administrative law, together with related advisory work. She is frequently instructed in matters requiring strategic judgment and procedural precision, including contested estates, fiduciary disputes, employment terminations, contractual and commercial disputes, and intricate property and family matters.
Darinka appears at all levels of Belize’s court system, including the District Courts, the High Court, the Court of Appeal, and the Caribbean Court of Justice. She is recognized for her ability to manage demanding cases, provide risk-focused advice, and deliver effective representation.
In addition to her dispute resolution practice, Darinka advises on real estate and property transactions, intellectual property, estate planning and succession, employment and regulatory compliance, and legal risk management. She also regularly advises developers and businesses on regulatory and operational matters, including under Belize’s Designated Processing Areas regime.
Darinka is a recipient of the merit-based University of the West Indies Open Scholarship and graduated with First Class Honours in Law, earning multiple academic prizes. She completed her legal training at the Norman Manley Law School in Jamaica, where she also received prizes and scholarships, and undertook a litigation internship at one of the Caribbean’s largest law firms.
She is known for her strong legal acumen and practical judgment, and for her ability to align legal strategy with her clients’ broader commercial and personal objectives. Clients value her clear advice, direct communication, and responsiveness throughout the life of a matter.
